The European Parliament's Committee on Culture and Education (CULT) has proposed gathering data from existing sources to develop a curriculum in regard to promoting digital skills and inclusivity across all member states of the European Union (EU).

However, concerns have been raised by the Committee on Women's Rights and Gender Equality (FEMM) regarding the criteria used to build a feasible and inclusive curriculum for all groups, including the elderly.

In response to the concerns raised by FEMM, the CULT has proposed a collaborative approach to address the criteria for building the curriculum. They suggest that the criteria should be discussed and ratified by all member states unanimously.

The CULT also highlights the significance of involving educational ministries in the decision-making process, especially regarding different job markets.
